Rice was born Oct. 5, 1890. His wife, Juliette T. Rice, was born in 1902. They had six children and lived in Dearborn (Mich.). He served in Co. C and Co. H, 8th Field Signal Battalion, U.S. Signal Corps in France and Germany. He also worked as a conductor for the Detroit Southern Railroad. From the description of Diary, 1917,1926. Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. This new law directed the Secretary of War to take meterological observations and provide warnings of approaching storms. The Brevet Brigadier General Albert J.
